Etic and Artificial intelligence: A world at two velocities

AI (Artificial intelligence) has gone from university research laboratories to the research teams of large companies to become in part indispensable - and almost transparent- of our daily life to a speed noticeable. Not only in their accomplishments, like the apps that analyze pictures to detect potential carcinogenic cells or as support in the development of new drugs. Also their failures are daily news. Has been seen, quasi in LIVE, the first fatal accident that involved an autonomous car. The use of technologies based in AI to delegate human decision-making create in an inevitable way new risks so unpredictable as to be uncontrollable.
These circumstances drive the EU to propose the regulation of AI. We hold that a general system of regulation of IA is the first step that, among other kinds of things, give legal nature to potential wrong use of these technologies. Also we guess that it should work with legal schemes and existing regulations that provide responsibility to use of the technology, and, therefore, responsibility to the people and the companies too.
The European Union wants to abort the risk generated for the specific uses of the AI through a conjunt (or set) of coppemetary norms, proportional and flexible. At times, they want leadership to make a global accord around the standardization of this regulation for the common good. this focus found join a legislation that saveguard the aspects ethics, legals, socio-economics, cultural and the humans rights with the impulse to the investigations and an European manufacturer capacity on there fields.
The element that will allow a proper operation of the regulation proposal is the transparency, the capacity to explain the decisions of the AI, something that doesn’t result easy. Transparency ex post can often be achieved through a retrospective analysis of the computational operations performed, and this will be enough, for example , if the principal object is to make up for the mistaken decisions. The transparency ex ante come up with a highest dare and even can -maybe, has to- restrict the use of some automatic leard technologies, nestled in the so called deep learning.
